I can't say i've heard of good things about sculpey either. Never used it personally, but i don't think that many people can be wrong. I've personally used Milliput for any sculpting that i need, though that's partly because i can't get Aves around here. I actually don't use Milliput's "Superfine White" for my sculpting, as i don't feel the need for it. I just use the normal yellow gray version.
As for paint, i wouldn't use anything from Walmart. I always stick to paints specifically for models. I personally use a mix of Games Workshop/Citadel, Tamiya and Mr Hobby paints. Though, i can't say i've ever painted a shinki either, but i've painted many Gunpla and Transformers before.
Tamiya's sprays are actually pretty good, though they can be a bit pricey or not have the colour you want. Considering you're going for camo, i think you might wanna stay away from Tamiya, they generally are best for primary/secondary colours.
I personally hate enamels with a passion, but i think you may have to resort to them this time. I believe Testors has a large series of camo/army colours in one of their enamels ranges, which may come in handy.
Also, ever considered Gundam markers? They work great for any extra fine detail, though whether they're worth it depends on what you can get them for. I've found that there's too many shades of gray to count, which comes in handy for camo and the like.
