Now, with those two out of the way, who shall be next? I say Shirley but season 1 or season 2/ movie Shirley? Don't forget that their strikers were according to the wikia were upgraded or in cases of Mio, Yoshika, totally different.
So far the signs are pointing to all the girls being Season 1, as Yoshika has the Zero strikers and not the upgraded super versions she trades up for later on. I don't remember, but I'm pretty certain the same applies for Lynette as according to her box the Spitfire model her included Strikers are based on is the Mk. IX, whereas in S2 she's upgraded to the Mk. 22. I hope they stick with Season 1 for Charlotte, namely because I MUCH prefered the green uniform to her later red one. The green went better with her hair, IMO. Mio, on the other hand, I hope they make an exception for and base her off S2, namely because then she'll have different Strikers than Yoshika and also be able to come with the Repumarru Sword, which was pretty important in the final episodes IIRC.

If they make Shirley next, then Francesca is all but garunteed. Heck, the Itallian is the only one missing of the three boob-obsessed members of the 501st so far (Yoshika and Eila being the other ones). Plus, Shirley is one of the "easier" witches, namely in that she doesn't need special effect parts to replicate her magic (which was like, throwing Francesca at high speed or something like that?).
My main concern, aside from Max Factory being dicks and not completeing the set like they have for so many other series (or making one of the eleven an overpriced exclusive), is how they're going to pull of Perrine, Erica, and Francesca. Of the eleven witches, those three have the most magic effect heavy powers of the group.
